Fresh reporting this week puts a sharper number on something Lagos buyers already feel in listing prices: Lagos building approval costs are stacking up. Industry practitioners told Nairametrics (6 September 2026) that regulatory and approval-related expenses can get closer to 30% of the total cost of running some building projects — not as a single “tax,” but as fees, professional paperwork, inspections and delays that accumulate from first drawings through final certification.
That sits on top of land, cement, steel and financing — the same cost pressure we have covered in our note on rising build costs in Lagos. Approvals are the quieter line item many buyers never see until a developer explains why a Lekki or Victoria Island unit priced the way it did.
What Lagos building approval costs actually cover
Town planner TPL. Niyi Aderohunmu (Goania Project Ltd.) told Nairametrics the process is not one payment to one agency. Broadly it runs through:
- Pre-application documentation — planners, architects, engineers, survey and soil reports (and for larger schemes, LUPAR or EIA work).
- Planning Permit via LASPPPA — zoning, setbacks, land use and assessment charges that vary by planning zone, use, building volume and number of floors. Zone 1 (including Eti-Osa, Ikoyi and Victoria Island) sits at a different rate band from mainland or peripheral zones.
- Construction authorisation via LASBCA — a Planning Permit alone does not authorise building. Developers need a Letter of Intent to Commence Construction, then a Letter of Authorisation to Build, plus stage inspections (foundation, lintel, decking, roofing) and materials testing where required.
- Stage certification and final fitness for habitation — e-Planning stage certification fees are listed at about 35% of the Planning Permit processing fee; completion needs final inspection and related clearances before lawful occupation.
Bright Okereke of Flinx Holding Co. put the cumulative regulatory burden near that 30% mark for some projects. Engr. Habeeb Odusanya (Fort Construction) and Ayodeji Johnson (Elara Development) both stressed that uncertainty and delay often hurt as much as the fee schedule itself — idle labour and running interest while a file waits.
Why this matters if you are buying or renting
Lagos still faces a large housing gap — about 3.4 million units cited for 2025, with hundreds of thousands of new homes needed each year and multi-trillion-naira capital required annually (figures presented at a GTI Investment Group housing forum, as reported by Nairametrics). Estate Intel’s Victoria Island land benchmark of about ₦3.05 million per square metre shows how land alone already squeezes supply in prime districts.
When approval stacks sit near three-tenths of project cost on some schemes, that pressure shows up as:
- Higher asking prices on new builds in Ikoyi, VI and Lekki Phase 1
- Slower delivery of mid-market stock
- More caution from lenders and joint-venture partners when timelines slip
None of that means you skip due diligence on title, flooding or structure — it means the sticker price is carrying more than bricks and mortar. Ask sellers and developers what stage of LASPPPA/LASBCA compliance a building has reached, and whether stage certifications and Certificate of Completion / Fitness for Habitation are in hand for completed stock.
