Fresh reporting from The Nation (11 August 2026) puts a hard spotlight on Lagos land title delays: property lawyers say the state’s digital land administration platform has effectively stalled Governor’s Consent, Certificates of Occupancy and related files for more than two months, leaving thousands of applications “under processing” with little visible movement.
Property lawyer Usman Agbaje told reporters that when the digital system launched, Lagos promised C of O and Governor’s Consent within about three months. Instead, he said the platform had “virtually collapsed” over the prior two months — with survey lodgment alone now taking two to four months, and some survey applications filed as far back as April still waiting for evidence of lodgment.

Why Lagos land title delays hit buyers and sellers
Title perfection is not a side errand. Banks typically want perfected documents before disbursing against property collateral. Developers need Governor’s Consent and related filings to close transfers. Buyers who paid deposits can sit in limbo while fees, stamp duties and assessments sit paid — and Agbaje warned that delays can also raise government charges when land assessed as vacant becomes developed before processing finishes.
Earlier in the season, The Clue NG (31 July 2026) reported lawyer Oluwole Kehinde describing Lands Registry services — Consent, title perfection and registration — as near standstill for more than three months despite applicants meeting statutory requirements. That picture matches the August Nation briefing: digitisation was meant to speed land administration; professionals say the technology layer is now the bottleneck.
Agbaje also flagged Certified True Copies of already-issued titles as hard to obtain through the Aumentum-linked system — a practical problem when a buyer’s lawyer needs to verify what is already on the register.
What the digital platform was supposed to deliver
Lagos moved land administration online so applicants could respond to queries, submit documents, generate demand notices, pay and upload receipts without endless Alausa queues. Stakeholders even accepted higher processing fees on the promise of faster service. According to The Nation’s account, that trade-off has not landed: files already in the system sit stalled, online status updates stay thin, and ministry visits often return the same “under processing” line.
None of this means every title search fails. It does mean timelines you were quoted for Consent or C of O may no longer hold — and that you should build buffer into any purchase, refinance or on-sale that depends on fresh perfection.
What to do if you are buying or selling this week
If your deal depends on Lagos title paperwork right now:
- Confirm in writing what stage your Governor’s Consent, C of O or survey lodgment has reached, and keep payment receipts.
- Ask your lawyer how long similar files have actually taken in 2026 — not the three-month brochure figure.
- Budget for possible reassessment if development happens on the land while the file sits.
- Do not treat an unsigned or unperfected chain as “almost done”; lenders and buyers may still refuse to move.
